Loft conversion permitted development: dormers and roof limits

Can you convert your loft without planning permission in England? Check dormer roof volumes, restrictions and the next steps for your property.

A loft conversion involving a roof enlargement may qualify as permitted development in England. The roof volume is only one test: the house, location and proposed design must also qualify.

What are the roof volume limits?

For Class B roof enlargements, the additional volume is limited to 40 cubic metres for a terraced house or 50 cubic metres for other houses. Earlier roof enlargements count towards the allowance.

The enlargement cannot exceed the existing roof's height or project beyond the roof slope on a principal elevation facing a highway. Materials, eaves details and side windows have further conditions.

Can you add a dormer in a conservation area?

Class B roof enlargement rights do not apply on designated land, including conservation areas. Flats do not benefit from these householder rights. Some houses created or enlarged through other permitted development routes are also excluded.

Rooflights and other roof alterations have separate rules. An Article 4 direction or planning condition may restrict relevant rights: check the property history and precise restriction.

What should you prepare for a loft check?

Record the house type, any earlier roof additions and which side of the roof you want to alter. Photographs and measured existing drawings help distinguish a rooflight proposal from a dormer or hip-to-gable enlargement.

Find your council's register to look for earlier permissions and conditions. A nearby dormer is a useful comparison, but it does not prove your proposal is permitted development.
